Well, although it would be kind of a trick question, the only animal I can think of that has feathers (other than birds) is a horse. The thick hair around the bottom of their legs is termed as feathers.

Horse sounds the most likely answer, although, yes you might also say humans who "sport" feathers for decoration or status.

Uhm, me and my experience in cladistics etc. can tell you that it's pretty impossible for a non-bird to sport feathers. It can't be a mammal because by definition mammals have hair and hair and feathers are mutually exclusive (it has to do with the origin of the follicle). If somebody says otherwise, I can guarantee him he's wrong.



If I had to look, it would be some sort of armour plating on a reptile, so concentrate on doing research there. I'm thinking maybe look at a turtles shell.

The only animals that come to mind are extinct. The archaeopteryx and velociraptors had feathers or facsimiles thereof.

People very often sport feathers--they wear them as adornment, although not as much as they used to. I have a lovely feather boa that I wear on occasion.
